Not true. But they do buy time to catch up with curious crawlers. "Having a safety cap is better than no safety cap," says Stacey Reuben, a spokeswoman for the Consumer Product Safety Commission. Reuben also recommends plugging them into any unused electrical outlets or extension cords.
Jacqueline Chatz of Chicago, mother of 19-month-old Madeleine, prefers the shield-style caps that fit completely over the outlet. "Thankfully, Maddy isn't very interested in plugs or cords," she says. "But her cousin Denise is a little fire chief. The minute you put her down, she goes around and starts investigating every outlet she can get her hands on."
