Risk Assessments
It is important for you to know that EPA is conducting a Risk Assessment on a particular pesticide, because this means that there may be label restrictions in the future for this product. During the Risk Assessment period, you may make comments to EPA if you think label restrictions will impose a hardship on production of a commodity.

Reregistration Eligibility Decisions
It is important for you to know that EPA is conducting a Reregistration study on a particular pesticide, because this means that there may be label restrictions in the future for this product. During the Reregistration period, you may make comments to EPA if you think label restrictions will impose a hardship on production of a commodity.

Pesticide Tolerances, Registration Applications, Registration Approvals
After a tolerance has been established, the registrant decides if the commodity/site will be put on the label. Having a tolerance does not automatically mean you can use the chemical. Even when a pesticide has been registered by EPA, you can not use the product until the commodity/site is on the label in your hand. Always read the pesticide label before applying!

OFFICE OF PESTICIDE PROGRAMS IS MOVING
EPA's Office of Pesticide Programs (OPP) is moving to a new location at One Potomac Yard, Arlington, VA, during the week of May 1-5, 2006. Offices in the Crystal Mall 2 building at 1801 S. Bell Street will be closed after Friday, April 28, and new offices won't be open until May 8. Thus, you are likely to find it more onerous to reach staff during "move week." OPP will be in new office space and fully "open for business" on Monday, May 8, 2006.

During move week, May 1-5, both the old building and the new building will be closed, but most staff will be working from alternate locations. You will still be able to call OPP staff at their usual phone numbers. While many will be working in other locations or on other projects during move week, they will be checking voicemail and responding to inquiries.

Email - OPP staff will retain the same email addresses during and after the move. However, some OPP staff will not have access to their email during the week of the move.
Submitting Comments to the Docket - Beginning Friday, April 28 through Friday, May 5, 2006, the OPP Public Docket Room will be closed, and stakeholders will only be able to provide comments through the U.S. Mail or electronically through the Internet at www.regulations.gov . The OPP Public Docket staff will not be able to accept any hardcopy public comments during this time period.

Mail - During move week, mail sent through the U.S. Postal Service will be held at the EPA mail facility in the Ariel Rios Building in Washington, DC, for delivery on May 8.

Deliveries - After Friday, April 28, 2006, OPP will not be receiving any deliveries at either the Crystal Mall 2 or the One Potomac Yard location until Monday, May 8, 2006.

Staff will retain the same telephone numbers during and after the move. Many fax numbers will change. We will post our new fax numbers on the OPP Web site as soon as they are available. Watch for OPP Updates on the Move at http://www.epa.gov/pesticides/.

Mailing Address - OPP's mailing address will continue to be U.S. Environmental Protection Agency, 1200 Pennsylvania Ave., NW, Washington, DC 20460-0001. Each division will maintain the same mail code, except that the "C" following the number will be replaced by a "P". Be sure to use the mail code whenever you address mail to the Agency.

Street Address - new offices will be at One Potomac Yard (South Building), 2777 South Crystal Drive, Arlington, VA 22202. Some other EPA offices (parts of the Office of Solid Waste and Emergency Response and the Office of the Inspector General) will be located in the North Building, at 2733 South Crystal Drive, Arlington, VA 22202.

Submitting Comments to the Docket - The Docket will re-open on Monday, May 8, 2006, and will resume its normal business hours (8:30 a.m. to 4:00 p.m). The new location for the Docket Room will be Room S-4400, One Potomac Yard (South Building). You may still provide comments through the U.S. Mail or electronically through the Internet at www.regulations.gov.

Deliveries - OPP will begin receiving deliveries again on Monday, May 8, 2006, at One Potomac Yard, 2777 South Crystal Drive (South Building). Regulatory submissions must be delivered to the Document Processing Desk, Room S-4900.

EASIER ACCESS TO HEALTH AND ENVIRONMENTAL EFFECTS OF INDUSTRIAL CHEMICALS

A new database will provide the public with available information on the potential hazards associated with the most widely used industrial chemicals. The High Production Volume Information System (HPVIS) will provide comprehensive and easy access to basic health and environmental effects on the 2200 High Production Volume (HPV) chemicals that are sponsored under the HPV Challenge Program. This program challenges U.S. companies to voluntarily make publicly available basic health and safety data for chemicals manufactured or imported in volumes of one million pounds or more per year. HPVIS offers several options for accessing the data including, standard reports, customized requests, and the ability to review data for either individual chemicals or categories of chemicals.

NOVALURON; PESTICIDE TOLERANCE

Purpose: This notice announces the availability of an Addendum to EPA's 2001 Interim Reregistration Eligibility Decision (IRED) for the organophosphate pesticide, ethoprop. The 2001 IRED for ethoprop described the Agency's interim reregistration decision on granular formulated products. A decision on the emulsifiable concentrate (EC) formulation was deferred until the registrant submitted additional exposure data. Purpose: This notice announces the availability of the NAFTA Guidance Document on Requirements for Tolerances on Imported Commodities in the United States and Canada. It follows up on an April 16, 2003 notice, which made a proposed version of the document available for a 60-day public comment period. The document provides detailed guidance on data requirements that meet NAFTA standards for the establishment of pesticide import tolerances or maximum residue levels in Canada and the United States, and has been developed consistently with the goals of the North American Free Trade Agreement. This guidance document does not change the U.S. data requirements for obtaining a U.S. import tolerance.

Purpose: This document proposes to revoke the existing exemption from the requirement of a tolerance for residues of the inert ingredient tetrahydrofurfuryl alcohol (THFA) (CAS Reg. No. 97-99-4) under 40 CFR 180.910 because it does not meet the safety requirements of FFDCA section 408(b)(2). While EPA has determined that dietary risks from use of THFA exceed the Agency's level of concern, limited uses of THFA may be permitted. Therefore, EPA is also proposing to establish for THFA an exemption from the requirement of a tolerance under 40 CFR 180.1263 that includes use limitations.

NEW EDITION OF HISPANIC ENVIRONMENTAL HEALTH PAGE FOCUSES ON PESTICIDES

EPA announced a new Hispanic environmental health page on pesticides in its Spanish-language portal. The new page discusses health and environmental issues associated with the proper use of pesticides and informational resources in Spanish and English. This Hispanic Web site is part of the agency's continuing expansion of
outreach to the Hispanic community in the United States and Puerto Rico.

The Hispanic environmental health page, "El medio ambiente y su salud," focuses on the agency's overall efforts to educate Hispanics, researchers, and health care providers on how environmental health issues affect the different Hispanic communities. The page is updated regularly with new information on developments and policy. Since its launch last year, this popular page has covered issues such as asthma,
